I have a CD that is DTS encoded and it will not produce a proper MP3, what kind of program will re-code it so that it will work as a standard PCM or MP3 file?

Well, if you can listen to it then its already being decoded, so you dont actually need to DEcode it.

Your problem here is that mp3's only do stereo, whereas DTS is normally used for 5.1 or 6.1 audio. I think you will have to find a program that turns your surround audio into stereo, THEN you can make mp3's.

Cant think of any programs, except for the obvious one: Adobe Audition. But thats a very expensive tool for your relatively simple use. Not sure if you can find a cheap app for this. Surround music is not very popular.

I can listen to it on a DTS enabled media player (i.e. creative media source) but when I encode it to MP3 and play it back on a portable MP3 player it soulds like electronic robo-garbage with chirps, zings, pops, wherrrrzzzz, etc.

I have installed on my PC Cool Edit Pro, and I have just downloaded a free trial of Adobe Audition and I will let you know if I can get it to work or not.

The cd and mp3 file will properly play back in a media player that can decode DTS. But it wont work in a standard MP3 player or iPOD. I need to remove the DTS and convert it to standard two channel PCM, WAV, or MP3.
