I need to know when the declaration of independence was wrote

Alright im having the whole Fourth of July get together here and one of my uncles is saying he saw on the history channel a progam which said the declaration of independence was actually written somewhere around ten years before it came into effect (or was signed :confused😉 while the majorty of people here are claiming that no it came into effect, and signed after it was complete. If any of you guys could let me know the real deal with a link to some hardcore proof i would appriacte it 🙂
