I need to format an external HDD that's been partitioned

into 2 30gb drives.

Looks like i can format them individually, but what (free?) software can I use to combine them back to 1 60gb drive?
 
You should be able to delete the partitions with Windows disk manager if you don't need the data. Removable drives will show up just like internal drives.
