It was either from Monty Python's Flying Circus or maybe one of the Python cast doing an appearance on SNL.

A couple was going to either adopt a baby or have a genetically engineered baby created. The guy from Monty Python was the official who was asking questions about their preferences in a child. It started out normal (things like Would you like brown, green or blue eyes?") and progressively got stranger - "Hands, or pods?"

I cannot find it anywhere and it's killing me!
