I've had the best luck with Network Solutions. Reputable company with solid customer support whenever I have to call for one of our domains. Heard enough horror stories and shady stuff about GoDaddy to never register anything I care about with them.

And yes, you register the domain and you can point it to an IP address (whatever one you want). If you're hosting a website on that domain, you would point that IP address to the server address your hosting provider gives you. You can also point any subdomain you want anywhere else you want, so Web1.Mywebsite.com can go one place and Web2.mywebsite.com can go somewhere else.

You can update these addresses anytime you want by logging in to your registrars website and updating the DNS settings, just be aware that new DNS settings take up to 48 hours to propagate across the internet.
