I am pretty much a noob to FO, I tried 3 for a couple hours and had a save in a spot where I was stuck and never went back to it. I am about to give 4 a try and could use some tips from experienced FO players

Go with what you like, it's pretty open ended. My first character was balanced across SPECIAL and my combat style is primarily sniping to open, then switching to a short combat rifle or shotgun in close range. I've created a second char that I've played a bit that's really high in strength and agility, I'm going to try to make a ninja that sneaks around one shots people in the back with a sword.

The one thing I'd recommend is that you need to balance your utility perks with your damage perks as you level. I didn't do that for a while; I was taking almost all utility perks early on, I like getting my master hacking and master lockpicking quickly, I hate the idea of missing any goodies locked away, LOL. That made my levels in the early 20s kind of rough. I just hit thirty and put some points into rifle damage and gunsmithing so I could make tailored weapons, and I'm back to popping skulls.

the SPECIAL is irrelevant; they balanced the game so that *any* build works just as well as the next. if you want OP guns, go with 10 LCK, otherwise a average build will do just as well.
or 9+ bobblehead.

btw, INT no longer gives you skillpoints. there are no skill points at all.

every level, you get ONE pick out of 1) any stat +1, or 2) a new perk. (you can stack more than 1 of the same perk)

perks now replace stuff like Lockpicking and Sneak - the more perks, the equivalent of higher skill % in F3. (i.e, 4 perks in locks is 100 lock)

the game is not about minmaxing. just pick what you like and roll with it, it will never punish you because of it.

For a rifle and pistol character, something like this:

Str = 3-4 - mostly so you can carry a decent amount and for any perks that require strength. If you really hate to leave loot behind and/or make multiple loot-ferry trips after clearing a site, Str 6 + the Strong Back perk line. With 4 points in the perk you can fast travel while carrying 500 lbs of junk.
Per = 4-5 - so you can sense nearby enemies and have better to-hit chance in V.A.T.S. -- don't miss the Perception +1 bobblehead at the start. Go to the wiki if you can't find it by the time you're about to exit the vault.
End = 4-5 - so you don't die too quickly
Charisma = 4-6 = much more important than in older Fallout games since it affects speech checks (there is no separate Speech skill) and lets you link settlements together with the Local Leader perk
Int = 4-5 - mostly for access to perks, and does level you faster since you get more XP
Agil = 6-8 = gives you more Action Points, important for V.A.T.S. combat
Luck = eventually you might want very high luck for sniping, but you can start with just 2 or so without problems.

You'll probably be level 30 or more before you finish (some people keep playing to level 75+) so you can potentially add 10-20 points to your starting stats depending on how many points you spend on perks.

Tips:
* Cook your food - eating raw meat gives you radiation poisoning. Roast those giant cockroaches and they become healthy rad-free good eatin'
* Rifleman perk - big damage boost to all non-full-Auto rifles (so includes semi-automatics)
* Stealth - great for sniping, and rank 2 or 3 also stops you from triggering mines and tripwires
* Linking together settlements: if you get the Local Leader perk you can share resources across a chain of settlements, so one place provides food and water to another
