ye, its just called a noise maker. you can find them ANYWHERE... and i mean anywhere. Walmart, target, party supply stores too.

I call them "blowouts". Most I've seen do NOT make noise, too, because you get to blow only for a very short time and then the paper tube is fully out and inflated.
