Is there a website or a program (maybe similar to google earth) where I can download a map of Ohio that has the streets on it?

"All over this place" is a little broad. ;)

If you're talking about just a few counties, give each county's auditor's office a call. I know that some counties have GIS departments that will export very detailed maps to PDF.

If you have AAA you can get maps of anywhere free. Just walk in and tell them what you need.

Build a time machine, set it for Dayton, 1959, go into the nearest gas station, profit!

If you're familar with GIS or want to explore new programs (ArcExplorer), you can probably get free GIS data from Ohio gov websites. It should gives you the information you're looking for and lots more.

Actually, if the maps don't need to be super accurate, just download the Tiger shapefiles from ESRI, as well as the free ESRI shapefile viewer. They are freely available on ESRI's website...
