I need software that will restrict websites on dial up access...

I'm in charge of around 25 PC's that have dial up access for email and internet.
We use IE 5.0 and outlook express 5 all running on Windows 95. Right now, the stores only have access to outlook express. I have locked them out of internet exporer using some security software.

I'm looking for either some free, or next to free software or solution that will allow me to give the stores access to only a few select websites of my choice.

Does anyone have any suggestions?

I don't have IE5.0 installed, but I believe that you can just use Content Advisor to do what you want to. Tools>Options>Content in IE5.5 to set the list of allowed sites (wildcards are permissible, in my experience), disable viewing of sites that are unrated, and disable the supervisor password dialogue from popping up when a user attempts to access a restricted site.
