I need recommendations for an HD video editing rig!

Hi guys!

I need some help with picking parts for this build. Any help is greatly appreciated. Here's are my requirements:

1. What YOUR PC will be used for. That means what types of tasks you'll be performing.
Editing up to for video tracks of HD video. Currently using PowerDirector but will likely switch to Premiere Pro (unless PD can do everything I need). Videos will be about two hours long. Source video will be from a Canon 5D3 (just ALL-I, no RAW).

2. What YOUR budget is. A price range is acceptable as long as it's not more than a 20% spread

3. What country YOU will be buying YOUR parts from.
I'm in Canada.

4. IF you're buying parts OUTSIDE the US, please post a link to the vendor you'll be buying from.
We can't be expected to scour the internet on your behalf, chasing down deals in your specific country... Again, help us, help YOU.
I'll use ca.pcpartpicker.com to find the cheapest for each part that I decide on. Or maybe just Canada Computers since they're just around the corner from my house.

5. IF YOU have a brand preference. That means, are you an Intel-Fanboy, AMD-Fanboy, ATI-Fanboy, nVidia-Fanboy, Seagate-Fanboy, WD-Fanboy, etc.
I'd like an Intel-based system. Other than that, no preferences.

6. If YOU intend on using any of YOUR current parts, and if so, what those parts are.
No. But this will be my second computer so I will be looking to share the monitor and keyboard/mouse, so I'll need a KVM of some sort.

7. IF YOU plan on overclocking or run the system at default speeds.
YES to over clocking!

8. What resolution, not monitor size, will you be using?
1920x1200

9. WHEN do you plan to build it?
Note that it is usually not cost or time effective to choose your build more than a month before you actually plan to be using it.
Starting November 1st, I'll start buying the parts.

X. Do you need to purchase any software to go with the system, such as Windows or Blu Ray playback software?
I need Windows, yes.
 
Intel hex-core. SSD boot, 3x 3TB HDDs in RAID-5 for editing scratch space. 16GB of RAM minimum. Specific brands or part numbers are probably irrelevant. (99% of the time, RAM is RAM, etc.)

Does Power Director have any GPU acceleration features that are useful? Please list supported GPUs if so. If not, IGP is fine. Final renders should be done with CPU for quality reasons anyway.

Yes, GPU acceleartion is supported:

"PowerDirector 12 is optimized for the latest generation hardware from Intel® Core Technology, AMD ® APU and nVidia ® GPU technology. Multi-GPGPU support allows you to maximize performance from both onboard GPU and external graphics card."

But I don't mind doing a low-res preview. If I can get away with IGP and put more money into the CPU for faster encoding, I'd rather do that.

That looks good. November 1 is a bit far out, so we can't really make specific parts recommendations until ~1 week before. Deals change too often to recommend parts sooner.
