You could just ping flood him, but I must say your revenge is quite childish in nature. There are much better ways to go about doing this.

Instead of downloading, try uploading. Find your gateway and ping it!

ping gatewayip -l 63000 -t

Run as many processes as necessary. You can adjust the l value just beneath your upstream limit so surfing won't choke but their pings will skyrocket in the hundreds!

I think I'm gonna switch to the uploading idea....so I'll be less of a bandwidth hog, while still acheiving my goal.

do you have access to the router? If you do you could just log into it, and it probably has a list of IPs its assigned.

you could also scan all the IPs on you local block.
