I need poster frames

Why is it that posters come in so many sizes. 22x35, 23x35, 24x36, etc. I've looked at a few places online and some carry one size or another. Locally, I can only find the very generic frames. Most of the posters I want are 23x35 so I need to find those reasonably priced. I'm looking for black plastic and plexiglass, nothing fancy. Any recommended places to get these frames?
