I need help...

So I spoke with the dean of my dept the other day.The purpose of my visit was to inform him that I thought my thesis advisor was doing a tremendous job.He informed me that I should write a letter stating this.This letter will be included in her file and will be helpful when considering her for a tenure posistion.My question is what sort of things should I include in the letter, to whom should I address it...I never haver written a letter of "recommedation" so I don't know how...
