I need help with my gaming rig!!!

So guys and gals I need some help with my rig.
TIP: I am t=not the best when it comes with hardware and such
rig:
intel i7-4770k cpu @3.50GHz
gpu: nvidia geforce gtx 760 2gb
ram:4gb
1TB hardrive
gigabyte motherboard
monitor: HP w2207h
thats all i remember off hand i know my cooling system and power supply is good for it
all my drivers are updated all software is up to date

alot of people say i should be able to play games with ease on medium to high settings yet i can barely get games to play on low.

So can someone help me figure out why i cant play any games, even minecraft is laggy.
My pc is from ibuypower.com
i have tried contacting them btu no luck
If anyone can give me step-by-step instructions or a link to a video that would be great.

Considering that you don't know what the problem is (and therefore we have very little chance of guessing it) there aren't really any step-by-step instructions or videos we can point you to.

First off, do you notice any problems outside of games? Any issues browsing the web, opening documents, unzipping files, etc.?

Following that I would download a temperature monitoring utility and make sure that your CPU and GPU are staying within acceptable limits temperature wise.

I would lean this way as well. If that kind of hardware is running super slow, it would seem that something is getting hot and clocking down.

Check fans, clean stuff out, etc.
 
Well I'm on a 4770k and GTX 760 and I can run BF4 at nearly maxed settings (1080 resolution) and acceptable frame rates, with the occasional dip into frustratingly low fps sometimes. Skyrim runs @ 100fps at max settings, Bioshock infinite @ 45-60fps.

What settings/resolution are you running your games? What drivers are you using on your video card? Have you done a virus check? How much RAM is being used by open applications?
