I need help... real bad

I really need help. Please respond
These are the facts:

1) I am playing a game on my machine (Win 98 OS)

2) Game crashes, makes my screen sort of greenish. I think no problem and restart the game and play for 30 mins or so without any problem.

3) I quit the game and shutdown the computer. NOTE: I shut down, not restart.

4) The machine instead of shutting down, restarts. NOW THE PROBLEM: the screen is all screwed up. The monitor is making a whistling sort of
noise and there is about a 3 inch vertical band in the center of the screen. I cannot see anything on the monitor (all black screen) except for
within this 3 inch band. That is, the view is all compressed into this band and the rest of the screen is all blank. So the view is extremely
distorted and I can barely figure out where I am in the boot-up process.

5) This problem doesn't happen in Windows, it happens as soon as I power up the machine. So I presume its not a win 98 problem. Please
help out and tell me if its fixable and if I can do something about this. Thanks in advance.
