Shit on the dog whenever it goes in the house. That way, you establish dominance in that the house is your shit territory and the dog will feel compelled to go outside even if it's terrified.

That worked with your parents and you but it likely won't work on an intelligent animal.

Put the dog food outside. If it doesn't go out doesn't get fed - it will head outside on it's own soon enough and when it does heap priase on it. Do it every day until the dog is waiting by the door at dinner time.

Also, when it does the cowering under a couch thing, do *not* say "oh poor puppy come on out" etc and make soothing noises - this tells the dog it is doing the right thing by cowering. Instead spray it with water and chase it out. Don't associate this with dinner or walks though - these are good things you want it to look forward to - so just make sure it's "bad dog" for under the couch and "good dog" as soon as it comes out.

When these problems are resolved (to a certain extent) you need to do some training. You wouldn't have such issues if it was properly obedient as it would (should) do what you say no matter how terrified it is.

I have a mini dachshund too and getting her house broken has been a PITA. She did the not wanting to go outside trick too. I fixed that by punishing her (yelling at her when I caught her) when she went inside and rewarding her (praise and treats) IMMEDIATELY after she went outside. Treats are a big thing for her because I refuse to leave a bowl of food out at all times.

Does she have a crate? Crate training works great. As soon as you let her out of the crate, take her outside. She should do her business pretty quickly. Reward and praise her when she does.

Dogs will train you if you let them. They are just like kids. You have to let them know who's boss and don't negotiate.
