I need help figuring out which French film this is

Long ago I saw a clip on YouTube (no longer have a link, sorry) of a French language film. It was only a short scene but I'll try to describe it the best I can.

A couple is speaking with their young daughter who apparently doesn't want to accompany them to a restaurant. The parents leave the daughter in the apartment. After the parents leave, the young girl goes to a courtyard window and complains to all the other residents of the building that she's hungry. The residents all band together and fill a basket with food which they then send to her with a rope.

That's all I remember. Can anyone help me out?

J'ai adoré ce film, sutout lorsque la petite fille doit aller au restaurant avec ses parents. Comme elle a un sac tout crasseux, ses parents la laissent à la maison. Pour se venger elle ouvre les fenêtres et crie "J'ai faim !" dans un mégaphone.Tous les voisins l'entendent et ouvrent à leur tour les fenêtres. Les 2 garcons d'en face prennent un panier avec de la nourriture, et le lui font passer avec une corde.

I love this movie, especially when the little girl should have went to a restaurant with her parents. Because she has a dirty bag, her parents leave her at home. To get revenge on them, she opens the windows and yells: "I'm hungry" through a megaphone. All the neighbours hear and open their windows too. 2 boys take a basket with food and send it up to her by rope.
