I need help choosing a heatsink/fan combo for P4

I have a P4 3.0c and the retail fan is too god damn loud, so I was thinking of getting either a Thermalright SP-94 with a Panaflo case fan or a Volcano fan/heatsink combo. I am really stumped on which one i should get, any advice would be greatly appreciated.

Also on my Asus P4C800-E the bios has an option of Q Fan control... what do the numbers 11/16 through 15/16 mean and do?
