I need an EXTERNAL DVD burner, 12x, no more than $120 or so

You could get the internal DVD burner of your choice and slap it in an external 5.25" USB and/or firewire drive enclosure. Should easily fit within your budget.
 
Compusa has an AOPEN burner for about $50.00, dual layer as well. They also have USB enclosures, but they might only take 3.5 inch drives.

I don't see any. The lowest-price drive on their website for an external drive is an $89 Hi-Val drive that's only $89 after a MIR.
