Well...im trying to reconstruct a portion of the face of my grandma, from a pretty old picture (~30 years ago). If anyone has any tips or if anyone can actually take a look at the picture and maybe help me do it, i'd appreciate it.

Host it somewhere? You'll probably get a few people willing to make suggestions or even attempts themselves.
 
Tips-wise: The Clone-stamp tool is your friend. As is the Healing Brush (for CS2).

Thanks...what's a good hosting site? I figure it wouldnt be worth it to host because dont they shrink the image normally?
