I need a video player that supports AVI or BMP sequences with CUSTOM FRAME RATE PLAYBACK and FULL SCREEN support.

I cant seem to be able to find a program that has all those features. And i dont want a huge major video editing program, since im looking more along the lines of video playback and not editing. I need something simple.

 
Windows Movie Maker will let you setup bitmaps as single frames if you need to and you can export as WMV or DV-AVI. Free and on most XP sets.

You may be able to create a custom display (slide show with WMP or even the viewer in XP).
