I have a truepower 330, and the 92mm and 80mm inside it are terrible. they're not loud, just a lot louder than all the other fans (which are pretty much silent). i read somewhere that you have to let the capacitors drain for XX minutes. is this something i shouldn't attempt all together?

yea, let it sit for awhile or just take a screw driver and short whatever that might be dangerous. of course, the first method is better.

what I do to discharge the capacitors in the psu is to unplug the computer, then press the power button, usually you'll see your fans spin a tiny bit and then stop as the computer tries to power on from the stored power in the capacitors

Remove all rings and metal objects from your hands, have a clean work surface... I say, do the method with the fans or wait a half hour or so after powering down. That's pretty safe. Once you open the PSU and see everything, you'll notice how very difficult it would be to actually short the big capacitors without trying to do so or poking metal things around stupidly. Really, they're seated on a silicon board and generally glued down to it... unless you start removing the PSU's circuit board, it's really, really tricky to find active wires and short them.
