I don't know about CDN dollars, but here is what I recommend:

SOYO K7V Dragon PLUS
Athlon XP1900+
Alpha PAL8045 + Panaflo H1A
512MB PC2400 RAM
GeForce3 TI500
Maxtor 40GB D740X
Pioneer 16x DVD
Plextor 24X10X40
Audigy Gamer
Antec SX1040
Panaflo L1A case fans (4)

I don't know about speakers though. You might wanna ask somebody else for that.
I don't know how much this will cost, most likely over you're budget. If so, aim for this setup. You can rid of the Audigy card for a Value version of it. You can also get a cheaper DVD player (Liteon) and Burner(Liteon, again). If you want, you can wait a little bit until the 32x burners are out on the market You go with PC2100 RAM if you want to save a few bucks. Also, go with the GeForce3 TI200 if the TI500 costs too much. If you have some extra cash, you can get maybe 2x hard drives and raid it as the motherboard comes with onboard RAID. If you do this (everything, not just the hard drive RAID setup), you will be able to overclock this very nicely. If you're not too much into overclocking, a cheaper heatsink, ram (PC2100 will do), and video card will do (I'd suggest Radeon8500 for non-overclocking). Hope this helps.

Exactly how much is your price range in US currency? Because with 2000-2500 dollars, you can make one arse-kicking system.

I recommend:
1. You get adequate powersupply and cooling systems.
2. Get help when you install the cpu heatsink\fan.
3. Double check to make sure the memory, sound and video cards are properly seated.
4. Install the latest drivers.
5. Find out if you have the latest BIOS installed.

I'd spend a few hundred dollars and take an English grammar class.
