I tried Target and Walmart and the part that fits over the tub faucet is always too small.

Can you help?

Run a hose from the faucet outside the house into the shower, you can get those cool attachments that have like six different spray types

Actually my Walmart in Norman, OK is closing out a "bathtub" spout -- it's the chrome piece that's about 6 in. long, and uses 1/2 in. pipe threads (female) to connect to the supply where the bath water comes out.
This spout is different because has a diverter valve that diverts the water to a hose connection on the bottom of the spout.
So buy this part (about $3 here, maybe $9 elsewhere), take it to the hardware store or Home Depot and get them to sell you the right hose and hand held shower head to attach to the hose connection.
Use (buy) a "strap wrench" to unscrew the old spout and same wrench with teflon tape to attach the new spout.

If you had to, I'm sure you could find a rubber tubing that could be stretched to cover the spout of the bathtub and clamped down onto a normal size hose going to the shower head. In fact they make them; they're mainly used for drainage, they're called pipe repair couplings I think (it's been 3 years now since I had to sell one). They come in various sizes, including ones with one size on one end and another size on the other end, so you could get a 2 inch for the spout side and a 1 inch for the shower hose side.
