I need a quiet cooling solution

Right now my PC is so loud i can hear it from 5 rooms away even wth teh door closed. I need a new HSF or CPU fan, a PSU, case fans. and case. I want some quiet and not expensive fans and case. My 1700+ runs muchhoter than my brothers 2100+ beacuse i have crap airflow in my case. It is a 5 year old tigerdirect case. is there a case that coomes with everythign i need? I bought an Antec Performance Plus 330 case for my bro and i like it but is there anyhting else i should check out. Thanks.
 
I think that you can usually get most cases with fans and PS but it might be cheaper to get one with out both and then look for deals on said items. I bought a cheiftec w/out fans and then bought 4 Sunons from Newegg. It came with a PS but I replaced the PS with one from Directron.

And as far as noise, I put in a fanbus to control noise. I have 4 80s and a 120 in the door. With my fan bus I can turn the fans down to 7V instaed of 12 thus have half the power and half the noise when the PC is not in use. Then when the fun starts turn them back up to full power.
