I need a program to allow certain progs to use bandwidth based on a schedule

I have a server that runs 24/7 and among other things, runs kazaa and a download manager for dling big files over a long time. I want a program that will only make internet bandwidth available to those programs during the night, so I can have plenty of speed while I'm using the internet during the day.
