I need a program that will act like a photo album

My sister just got these two old Tablet PC's, and she wants to put all of the kids pictures in there, and use these Tablet PC's as Photo Albums for my parents and her in-laws. (These are old 350 mhz models, and there's really not much else she can do with them.)

She wants these to turn on, and start scrolling through photos like an album. I told her I can think of two good options:
1) Get a Screen Saver program that randomizes images
2) I would just find a JavaScript that goes through images, and just make the webpage for her locally on each machine.

What she wants is something that would startup when the computer is turned on, and give the user the option of choosing a photo album, and just showing the pictures from there.

So, my question is: Does anyone know of a program that will just randomly scroll through images you specify like a photo album? And this is on Windows 95!

acdsee classic with slideshow turned on. it has random shuffle. unless I'm not understanding what you need that should do it.

you can make several albums and browse like an album.

not sure how well it will run on a 350mhz system. I guess as long as it has enough ram.
