My msi 865pe neo2 LS overclocks a 2.8c by 30%. Although it's discontinued, it's still available at some venders. I wouldn't spend top dollar on a p4 setup just for pci-e. For heatsinks, I would recommend one of the thermalright copper 92 or 120mm. The 120 won't fit on some boards, so you have to do some research. I also recommend a fan rpm adjuster, if your cpu fan doesn't come with one. I use a zalman "fan mate 1", about $5. Running my p4 at 3640 at only 2550 rpm, with temps ranging from 44-57 celcius. The abit is7 is also highly recommended. Both boards are about $80.
