I can tell you though that if it needs to be under 400 US dollars AND come from a retail store then your most likely out of luck.

The cheapest notebook I can find "New" is slightly more than $600 on Newegg before shipping/tax or 499 from Dell...
 
There was a 399 notebook 1.6 GHZ sempron AR at OD a couple of weeks ago. You might have some luck come christmas season.
 
I just need it for school work and wireless internet use. I remember office max having a deal for 450 or something lol srry alexcoffewoman.
 
Start checking their Sunday adds, maybe they'll have another sale like that again. If you are willing to get a Dell, the Inspiron 1200 can be had for $399 with coupon code, after rebate, plus shipping and handling.
 
Someone recently posted in the Hot Deals category that Walmart will be offering a $398 laptop on Black Friday. That does however mean battling hordes of violent women shoppers; I'd rather fight demons.
