It has to be better than stock, preferably have copper in it and be $25 or less.....Impossible?

Nope. not impossible. There are lots of mid-range HSF's around. This would be a good place to start your search.

Oh sorry. I need it for a 1700+ mildly overclocked and it has to be good enought I can upgrade the CPU at some point.

25 bucks at newegg you can get a vantec aeroflow. it's basically the best hsf you can get without spending stupid amounts of money for cooling. i used it on my barton 2500 and the idle temps dropped from 50C stock hsf to 39C.. does that sound good?

I've had really good luck with this one. I'm using it on an AMD 2500+ Barton (11X200, 3200+) and in a 70F (21C) room it idles @ 93F (34C) and max out @ 104F (40C) under 100% CPU load using Arctic Silver 5. I used the same HSF on an AMD 1700+ DLT3C 0307 @ 11X200 and got almost the same temps the short time the 1700+ was in at those speeds.

The other thing I like about it is it is almost silent and it is only $13.49 shipped.

You have to try the Thermalright SLK 900a. I originally had the Coolmaster Heat pipe wich was ok but my scpu would still get too ho. You should also get a quiet 92mm fan to go with it. Dont forget a fan controller too. With this HS you wont need to run the fan at full speed. and you will be happy.

I believe it's only 29.99 at SVC
