I need a free program to convert ogg files to MP3s or WAVs

When I was younger I ripped all of my CDs to OGG files. I no longer care about that format and some of my CDs have since been lost or destroyed. I'd like a free program that can convert my OGG files to WAVs or MP3s.

Command line is preferable, and it can be for Linux or Windows. Are there any programs like that out there?

CDex should be able to convert them all to WAV or MP3. Once you get it installed, use the button on the right for converting from compressed files to compressed files and it should even branch out into your entire music folder to get them all.
