I need a crash course with localhost...

I have a shortcut on a laptop with WinXP Pro that when I click on it a web browser page opens with a URL: http://localhost:8181/PostStandalone

With WinXP where are these files located?

More specifically, how do I get to and view/edit PostStandalone in the example URL given above.

What program/service is listening on port 8181? Then from there you can figure out what folder this is using based on the folder. A google search for poststandalone had no results so i don't know what program you're using..
