I need a budget videocard

I think my ATI X300 is about to die. I see small color blocking on my screen on occasion, this happen last time my old vc died. I don't play computer games. I need something with dvi out because vga looks horrible on my monitor.
 
I'm guessing this is a PCIe video card?

Asus 4350

Has VGA/DVI/HDMI ports and a heat-sink only cooling design so it will be totally silent (and no way for a fan to fail).

That 4350 suggestion is a good one, but is the lowest performance AMD card of the new generation.

You don't mention your power supply, but if it is decent (300 watt or more) you could move up to an ATI HD4670 for less than 100 dollars and get much better performance or even move up to a 4650, preferably the DDR3 model, which should be nearly as strong as the 4670 and costs slightly over 50.00. None of these cards require an external power connector.
If you like nVidia, you could also go with a 9500GT, but I think the AMD cards are a better value for price/performance ratio. The 4670 is much faster than the 9500GT.

Unless the silent cooling or extremely low power consumption or extremely low price is important to you, I really dont see much reason to go with the 4350, as the other cards would offer more performance and be more future proof.

It would also be nice to know more about your system specs, such as the CPU. If you have a really old CPU it might not be worth moving up to the 4670.

He's currently on an X300 and isn't complaining about performance - just that it's dying.

4350 is a massive upgrade from the X300 already - will handle Blu-ray decoding etc if you're into things like that - and is cheap, silent and low power consumption.
