They lowered the ADSL prices recently, and for a lower price I was paying for 1.5Mbit I now get 4Mbit at home

It's still more than other Dutch ISPs ask for the same speed, but this provider has excellent support, just about no downtime, sues spammers, filters spam and virusses before it reaches your mailbox, and refuses to share info on the people using it without a direct court order (and if they do get one they'll countersue first)

Edit: Oh, and they don't just promise a certain speed, they also deliver it constantly
