It only has small vents in the attic to let air pass through, and no there's no winter in the Philippines.

So, does that mean there is no insulation? If that's the case, even running A/C in anything but a small room would most likely be a bad idea.

I'm trying to imagine a scenario in which you could be any more screwed for trying to stay cool. Tropical environment, no A/C, no insulation, no basement. Maybe if the house were inside a volcano.

Run as many fans as you can. Back in my college days when no one wanted to use AC cause no one wanted to pay extra for elect, I ran a large fan at the window bringing outside air. At the door to the room I'll have another pushing the air out of the room and one fan on myself. It was still a bit on the uncomfortable side but the continuous air movement made it tolerable.

Attic fan + shade + plenty of windows + wraparound porch + reflective window tint + portable ac unit in basement

Design for earthquakes? Tsunamis?

We get heavy floods at least 3 times a year, we are also susceptible to typhoons and minor earthquakes.
