Nope, all of the Pentiums since the PII have been multiplier locked, and no one has found out the answer to unlocking it.

okay here is the secret, first you have to know how to build a website. next you have to start reviewing PC hardware and post your findings on your new website. next you have to build up lots of traffic. then you hope and pray intel gives you an engineering sample that isn't locked
