I know nothing about video cards, amd 7570 1gb ram for $20 is this an ok deal?

I don't play games, I do have a lenovo 2503 laptop dock that has a full size pcie slot that works at 1x speed. I only need it for external screens and maybe some encoding. Is this gpu good enough? Oh I also need it to be cool as this is a confined space and under 50w as that's the recommend max for this pcie on my dock.
