Can you help him? this is what he sent me....

anyhow, I found a video board that does both NTSC and PAL....Miro DC30.
It is old and discontinued because the fact that it outputs both standards makes it a piracy tool....
I want to make VCD from my digital camcorder tapes.
I need a vid capture board that outputs digitally ntsc and pal....or maybe just ntsc...however, it must accept ntsc, because my camcorder only outputs ntsc.
well...see you can find another vesion of the Miro DC 30 that is less than like 500.
two years ago it sold for 725

I got one, but I'd rather not give lessons how to use it.
Just suggest to him to find Adobe Premiere 4.0 or better.

The DC30 is not a bad card... but I think in order to output PAL video your source also has to be PAL. AFAIK you can't convert an NTSC source to PAL in software, but it may be possible...

I will do PAL to NTSC or just about any other format.
Its not artifact free, though. Its just a good solid card
that does broadcast quality output.

well another thing i might add is watch out for the capture format.. there are two different CODECs i believe one is manufactured by TI and this is the one to watch out for. The reason being is that adobe anything wont work with this format in the raw form... you have do do multiple conversions to get it to work, i.e. .avi to .mpeg and back.. which needless to say is a crappy way to go about things. however, i do have one of the TI based cards (a pyro firewire) and it works fine for my needs.. the software i use that IS compatible is Uleads MediaStudio Pro. this software isn't super powerful to remake the Matrix but it gets the job done. there are transitions and such.. pretty similar to Premier but you cant use After Effects. i dont know what your budget is but this generic card i picked up was $100 at the time and probably less now. its perfect for me. any card from $200 and up should use the other CODEC... a great card would be the RT2000 (accepts analog input as well) by matrox but its $1000 or so. i guess i assume you are looking for a firewire DV solution too since this is what i mentioned.good luck
