the office temp files start off w/ a ~ but rest of it show up as the file name taht you are working on. tmp or whatever extension. and it shows up on whichever directory the file currently working on is saved to.
now does it come up after you delete it while the windows is still running or only after reboot? if you delete it and it comes back up, could be some prog that loads up when the windows starts up. try looking at the properties and see what that says.
