Is this safe? One word answer would be sufficent.

One word doesn't do it justice. THe intention of this is that it's less traumatic for the child being brought into a water environment as far as I know.

Also as far as I know it's a silly fad birthing method. Not necessarily dangerous but also stupid and unecessary.

 
My wife wants to do this when we have a child, I am not sure why, but she is having the kid so its her choice on how to deliver
 
Yes it's safe. Babies hold their breath underwater, and can even swim (they do, of course, need help getting to the surface for a breath).
 
Depends on how long they stay under for a swim, and if they are still getting anything from the placenta. If they are not, then they would need to be breathing pretty much, yep, seeing as they are not amphibians. But if they pop right out and come out of the water then I 'spect they would be okie dokie.
