It is used to retrieve information about you such as what you put for your name/email/how long you have been idle and your finger reply which in mIRC is located in options>IRC>Messages. HTH

Finger yourself and see waht kind of info it sends back. I forget what it tells you on IRC, but on a Unix box it'll send back user info.. Like when the person last logged in, last read mail, last got mail, info in the GECOS field in the passwd file..

sheeesshh, i thought it's been hung in the unix hall of fame. I don't know what irc's specific features are, but it typically displays information about your account (name, ip, etc). It's like 'profile' in yahoo chat.

Remember to wash your hand afterward!
