I just cancelled my Verizon DSL for the 3rd time.

moved locations so I called to transfer my cable account, and they kept charging my old location even after I called the local company and confirmed the cancellation of the account. got 2 cable internet bills from two different Time Warners. heh. finally got it cleared

I went thru this with Verizon in regards to a non-existant DSL account. I ended up filing a complaint with the BBB and only after I filed the complaint did they bother to make any reasonable attempt to fix the problem. I would suggest you document your efforts and make sure you include that in every future transactions with them.
