i heard a spare ATX PSU just to give +12V to fans has to have a load on +5V to function. nonsense?

if true, why? and, most importantly, since i can't attach to it any CDROM or HDD because of the way my case is set up, what do i attach to the +5V lead to make it function?
is this valid for both AT and ATX PSUs?
