i hear wierd static sounds

Hello all,
Thanks for taking the time to read my post. I am having problems with my newly built system. With headphones on, I can hear it the most. It happens when I do anything on my computer like drag a window or click on anything and start to hear the buzzing and static sound. I've tried to rewire the front panel audio on my mobo but no luck. Any suggestions would be helpful.

Did you check the IRQ's? make sure the sound card is shot sharing one with something else. It's rare these days but happends. move the sound card to a different slot to see if it assigns a new IRQ,
 
Probably ground-plane noise getting picked up by the sound card. Try to use a better quality PSU, or it could just be a noise problem inherent in the onboard audio caused by the board's layout. In that case, your only real solution is a replacement PCI sound card. Good luck. Onboard sound often has noise problems, the rear channels on my board's ALC650 have that issue.

Edit: I see that your PSU is already decent-quality, probably just the board then.
 
This may sound weird, but check in your audio properties that any device set for playback is muted in recording. This can be viewed in "sound and multimedia properties, Audio tab, volume button for both recording & playback check to make sure advanced controls are checked on the options dropdown. I had a similar problem with a microphone I had connected and this was the solution.
