I have to toggle PSU rocker switch to post and boot

A bit of an annoyance. I can successfully hit 3.51G, but if I power down, I have to flip the rocker switch on my PSU to post and boot. Reboots are not affected, only power cycles.. Here are the highest settings I can use that doesn't require climbing under my desk to cold boot my box:

Dropped RAM speed to 533
Dropped tRASmin from 18 to 15 (5-5-5-15)
Bumped voltage (currently at 2.2v)

Bumped CPU Voltage override: 1.45
Enhanced Power Slope = Enabled
Dropped multiplier to 9
Bumped FSB to 370

If I bump the FSB to 371 and shut down, I must toggle the PSU rocker switch. Otherwise, all I get is fans, nothing else?tracer lights are dead, no video signal, etc.

Another thing I?ve noticed is that when I go thru this scenario, the BIOS will occasionally bump my RAM back to 800 on its own?as a result, I get the POST error message, have to go back and drop memory down to 533 again in order to boot, etc.

System:
Mushkin XP-650AP in a Thermaltake Armor
2x1 Crucial Ballistix Tracers PC2-8500, dual
D975XBX2 with latest BIOS (posted 10/25)
X6800 with Tuniq and AS5, 32-34 at idle regardless of speed
8600GTS 256 with Card Cooler
80G Raptor (SATA) and 250G Caviar (IDE)
NEC 3500AG
Compro VideoMate TV Gold+
WinXP

Everything except the DVD and tuner are basically brand new. Anybody know what I could be doing wrong here? Thanks

So, the prolems resolution requires rocking the PSU switch, do you not think that would make it a good idea to list what psu you are using?
