I have the IP of a person hacking my sister what can I do from here?

Recently my younger sister has been hacked by someone from her school. They have been Using her ICQ username and password and spreading rumours along with changing her user details to more unpleasant things. They have also caused her to get a new ICQ account and email address as they had got into that as well. I managed to do a quick search on the net and found a program that would give me the ICQ users IP address. I have managed to get it and it is IP RAS 199.1.00 and IP LAN 0.0.5.0. Now I am in Australia and was wondering if there is a way I can find out what ISP this IP is from so I can ring them to work something out. Also if anyone has any other ideas feel free to post

one, i don't see how thats an external IP, if it is somehow, you can contact the ISP and see what they can do.

Hate to tell you, but the info you got wasn't correct. The next time this happens, use the same program several times; I expect you will get different numbers each time. If in fact those are the correct IP numbers, they are definetly not external (assigned by ISP), and are internal (of no use to you, since you're not on his/her LAN).
What you may want to try doing is running a virus scan program (with the latest virus definitions), as well as completely uninstalling and reinstalling ICQ (delete folder as well).

I agree with Maximus on that, get a virus scan first. There might be some backdoor stuff going on in that computer. Also, the program that you got could be IP Sniffer, if it is, then that program doesn't work right. I used it before and it gives me fake IPs. And, I'm not too convince about the IP that you showed, many people can fake their IPs easily. Just my thoughts.
