If you qualify as indigent by all charitable and government program financial means tests, savings probably isn't going to be much of an issue for you to begin with.You're better off not having any savings at all if you need serious medical treatment and you're uninsured. You can qualify for the few remaining charity/government programs if you're genuinely indigent, but if you have any money you have to spend it down first.
You can't make $40,000 per year and say "I'm indigent cuz I don't have a savings account."
