Well, best case it is going to destroy your laptop at some point.
Mid case, it destroys your laptop and burns your home down. If your laptop has a lithium battery, lithium fires are hard to put out if you don't have a properly rated extinguisher. Lithium batteries on fire can also explode as well, making them even harder to extinguish (along with producing some very nasty, unhealthy fumes you in no way want to breathe).
Worst case, do you prefer burial or cremation? You should decide now and let someone know.
In short, get someone to look at it as there is likely something wrong with the electrical circuit itself. Even a non-grounded outlet should not have current flowing like you describe.
