I have another heating question

i can either get a 4' base board heater that is 3400 btus
or a 6' baseboard heater that 5100 btus
the room is in the basement and its no more then 12x12 ands its more like 12x9
 
Depends on the insulation and whether or not you're getting heat from another source. (ex, bleedover from upstairs heaters)

I'm able to heat a whole 300 square feet efficiently with a small spaceheater simply because the exhaust from my house bleeds over to that separate area. It ends up saving me a lot of money in heating every winter. Cooling, unfortunately doesn't seem to work the same because the attic is the only common tie between the areas.
 
I would go with 6' baseboard. Since its the basement, I'm assuming its below earth level. Even though the room is finished it would still be a lot cooler down there because of where its at.
 
well let me explain further, there are a total of 5 rooms, and all of them are inulated, but 3 of them go around a center room that isnt inulated on one wall, and its the basement
