I have a WinTV PCI based TV tuner

Its says i"The tuner hardware is either malfunctioning or not installed. Please ensure that both the tuner harware and a valid tuner hardware driver are installed."

Iv tryed the latest drivers and the one that came with it...

That is correct. You can probably use the standalone app that came with the card itself though.
